As per September 26, 2018 Supreme court verdict relating to Aadhaar authentication, the government has revamped the digital KYC norms, Aadhaar is not mandatory for getting a new SIM card connection.

As per the new norms, buyers seeking new SIM connection will have to undergo a digital verification process.
All telecom companies are required to provide a licensed version of their app to the registered shops. On the app, the customers would need to enter their username and password.
They will also be required to submit proof of permanent address proof at the retail store.
What you will need
The retail owner will take a picture of the customer, and other details such as location, date, day, time etc. and upload digitally on the app specified by the telecom company.
