With no restriction, and no rules,
BSNL landline users can now call local or STD numbers, any time of the day, 7-days a week for free. All they need to pay is Rs 99 per month. They are integrated their earlier night calling plan (between 10.30 PM to 6AM), and Sunday calling plan into one.

This new landline centric plan has been designed for those, who are heavy voice users, and need an economical solution for the same.
As of now, there are 23.2 million landline users in India, and out of this, BSNL is the #3 player with around 55% market share. But as reported few days back, BSNL is losing their market share at a fast speed, and last year along around 1.5 lakh landline users ditched BSNL.
Most probably, this new Rs 99 unlimited calling plan is one last desperate attempt by BSNL to retain their customers.
